Who We Are

A meeting with two people sitting across from each other at a white table, with a laptop, two glasses of water, a notebook, a small wooden and white lamp, and a tall vase with white calla lilies inside.

Our Mission

To protect business owners by delivering certification services that are accurate, compliant, and defensible — from day one through program lifecycle.

Our Approach

  • Compliance before speed

  • Documentation before submission

  • Strategy before application

Apex was built to close the gap between what businesses are promised and what the SBA actually requires.

Founder & Principal Advisor

Apex Business Development Group, LLC was founded to provide compliance-focused advisory support for small businesses navigating federal and state certification programs.

The firm’s work emphasizes eligibility accuracy, documentation readiness, and regulatory alignment—helping business owners understand requirements, prepare defensible submissions, and move forward with clarity and confidence.

As Founder and Principal Advisor, Jamilah St. Cyr-Alexander brings extensive experience supporting small businesses through complex certification and compliance processes, with a particular focus on SBA 8(a), SDVOSB, WOSB/EDWOSB, and minority-owned business programs.

Rather than offering application submission or outcome-based services, Apex provides advisory support designed to help clients retain full control of their applications while benefiting from informed, compliance-focused guidance aligned with issuing authority requirements.

Apex provides advisory services only and does not guarantee certification outcomes.
